Summary 

The Australasian LG Performance Excellence Program is a sophisticated benchmarking program which enables participating councils to comprehensively and comparatively benchmark the performance of their local government with confidence. The program focuses on measuring key areas to support, recognise and highlight good performance as well as assist in identifying areas that may need improvement.  
 

The Program Has More Than Doubled in the Last Four Years
The Program is powered by 164 councils from across Australia and New Zealand forming a dataset that is the most comprehensive empirical dataset on the nature of local government performance. It is invaluable in providing access to the analytical power of such significance.

How are councils benefiting from the data metrics?

Councils participating in the program have been able to use the data metrics for an array of opportunities, such as:

  1. Applying for, and being granted, community services grants;
  2. Mitigating areas of unforeseen risk in council – such as excessive use of overtime by staff; and
  3. Helping build skills and capabilities in council to solve very real issues such as assisting build the internal ability to solve real issues such as developing creative attraction, hiring and retention schemes for Gen-Ys to their council, where they have struggled in the past.

Councils have also used the data for service review planning such as determining alternative waste options from analysis of the data, including ways in which they could reduce costs relating to waste as well as reduce the waste in the community and reduce the levy charged to the local community.

The Comparative Analysis Tool includes regional profile data that enriches the data set from the report and allows for the creation of bespoke comparative analysis. Councils can actively filter, compare and analyse their own performance against the de-identified results of other councils. Data submitted by councils is complemented by demographic, socioeconomic and council services data, along with macroeconomic spatial data.

Each Report begins with an outline of the methodology, the demographics of the participating councils and a guide to understanding the findings. This information allows councils to evaluate and better understand current operational and management performance; identify areas of focus when striving to optimise performance excellence; and compare their benchmarks against other councils. Each council’s report is entirely confidential to the individual council.

Each year we refine the program’s design and the emphasis of each area in consultation with the ever-growing network of professionals involved. This is part of our commitment to ensuring the program suits all councils whatever their jurisdiction. Additionally, we present the results and explain the findings each year to councils through appropriate communications such as webinars, regional roadshows and dedicated events.

164 councils across Australia and New Zealand are now participating in a first ever cross-state and cross-country collaboration which is earning recognition overseas.

The Australasian LG Performance Excellence Program includes a Performance Excellence Report, a Comparative Analysis Tool and participation in our network of connected professionals. In collaboration with PwC, we have developed a contemporary industry-led system of council performance measurement that has been delivering results for participating councils for over four years. The program measures performance excellence and provides the leaders of councils strategic and operational insights into; corporate leadership, workforce management, finance management, operations management, risk management, asset management and service delivery.
